But how often does a can't miss player like Luck come around? It's rare that the top overall player is a consensus pick before the season even starts (and stays that way) and VERY rare to have a prospect with so few questions. I don't like the idea of a rule change that will punish the truly worst team in football year after year for that one season the next can't miss guy comes along.
It's rare, but when it DOES happen it's a huge risk to the much-talked-about integrity of the game. You can have playoff berths decided by another team purposely tanking.
The NBA addressed this years ago with a lottery. Why doesn't the NFL follow their example? Do a weighted drawing for, say, the bottom 3-5 teams to determine round 1 order, then revert to order by season record for rounds 2-7.
