This is pretty funny, although I think it overestimates the intelligence of Troy Vincent.

Having a video-capture (i.e. filming) device on the sidelines is against the rules. You can be fined $1 million and lose a first round draft choice for doing it.

...if you are a team that wins playoffs games....

...and plays in New England.

The punishment decision matrix in the NFL.

1. Is it a rule violation? If yes, go to 2. If no, go to 7.
2. Was it the New England Patriots violating the rule? If yes, go to 3. If no, go to 4.
3. $3 million fine, loss of first round draft picks for three seasons, and suspend someone on the team, anyone important.
4. Is the team a winning team? If yes, go to 5. If no, go to 6.

Obviously this is the sort of competitive advantage that can make a guy like Marvin Lewis seem like a good NFL coach.
 
What Big Ben had his hand was a playcall sheet and that has been proven well enough. So going back to that is just silly and just detracts from this issue.

if the pats didn't have better things to do like actual football, i'd put 10 guys in the magical safe zone with cell phones pointed at the other sideline NOT recording but just pointed that way to troll everybody
 
2 or 3 feet behind the head coach is "outside of the bench area" according to the NFL, apparently, if you are not a Patriot.
 
Certain personnel are allowed to use cell phones on the sidelines.

I couldn't find a copy of the NFL Game Operations Manual, but this article on the Browns sideline texting infraction cites the relevant portion:

NFL spokesman says league checking whether Browns violated rule by texting sideline during game

"Team doctors and members of the athletic training staff are permitted to use tablet devices, cell phones, smart phones, or similar devices within the bench area and locker room to communicate player injury information, but may not communicate competitive or strategic information.

"Club football operations staff members are permitted to use cell phones outside the coaches' booths, bench areas, and locker rooms only when handling non-competitive and/or non-strategic communication."

Also, the "bench area" is specifically defined in the NFL Rulebook:

Can anyone identify who the person using the phone is and where he's standing? Those questions should be answered to determine if the Bengals are guilty of a rules violation.
