See, that was my first reaction too, but then when you look at again it becomes more than obvious that Welker wasn't even running a route on the play and was seriously just trying to take out Talib.
What we don't know is "how much" he really tried to take him out of the game or injure him, so I don't like jumping to those conclusions. It's quite possible that the idea was to take Talib out, without necessarily having the intent to permanently injure him or make him leave yesterday's game---but just to lay one hell of a dirty block.
I believe that there are 2 possibilities that exist:
1--Belichick doesn't like how DEN uses those plays and is attempting to have the competition committee look at this
2--There is bad blood between Belichick and Welker to begin with and/or he just didn't appreciate the poor sportsmanship shown by Welker and DEN on his best CB yesterday
Of course, the possibility exists that it's a combo of both too. Either way you look at it, I wish Belichick hadn't said anything; but when you compare it with his obvious tendency to always keep his mouth shut, it seems as though it either really pissed him off terribly, or he wants them to review the process in general (or a blend of both)

The play was at best a borderline penalty for offensive pass interference. Wasn't a cheapshot. Welker didn't lead with his head, he didn't launch himself and he didn't dive at the legs. Talib saw him at the last minute and raised up his arms and they collided. Wasn't even a very violent collision.
This is about Bill Belichick having a red arse over Wes Welker. If that play involved ANY other receiver in the NFL Belichick would not have said a word.
If there is bad blood between Belichick and Welker, that could be WHY Belichick said these things in the first place. Are there people that believe that Belichick isn't capable of animosity, whether it's subconscious or not? I mean "one of the worst plays he's ever seen?" C'mon now. That cannot be true. He can be biased as well...
Welker had TWO concussions this year. The guy was just cleared to play again after his SECOND concussion the week previous to this one. He comes back wearing a special helmet to better protect himself from further head injury at this point. He's a small guy.
Considering all that, who in their right mind would ever believe that a deliberate play would be drawn up to send Welker out on a head-hunting mission where he's supposed to intentionally collide with a much bigger person in an attempt to injure him? No, that didn't happen. It was unintentional.
Also, Belichick used "one of those plays" himself in the game...similar anyway.

Stop quoting/using Mike Pereira as a reference for information. He already, long ago, decided to be a hack instead of a solid unbiased reference point for on the field NFL rulings.
The guy has the benefit of watching plays after the fact in 1080p (minimum 720p) freeze frame. Yet he has been, in the past and factually, disproved by everyday posters with the ability to upload vidcap jpegs. He is either a hack, senile, or he is not putting real effort into it. Either way he is not to be referenced as "proof" of anything.
The play was illegal by NFL rules.
