When the 2008 league year is up, he'll be an unrestricted free agent.

The only case where he would be a restricted free agent would be if he was a free agent after the 2004 league year and had been on the roster long enough in 2002-4 to get an accredited season (3 games, I believe, I.R. and PUP included). Obviously, that wasn't the case. Since he now has 4 accredited seasons under his belt, he's an unresticted free agent for life.

For further clarification, there's this page on the NFL's own website, which I found using a simple google search for "nfl free agency":

"Restricted free agents are players who have completed three accrued seasons of service and whose contracts have expired."

I think it's safe to assume the Colts would know about these things. Obviously the dummy 6th and 7th years in his rookie contract were voided when he met whatever minimum requirements allowed for them to be. Mannings current deal was originally a 9 year $108M deal, but it voided to a 7 year $98M deal after he met certain minimum requirements in the first year of that deal.
