The bolded is incorrect. Lowering the spread would make the underdog a less attractive bet.
Your last sentence is correct though.

Lowering the spread means that Vegas has enough money on LA.because the majority of the action is LA Bettors like LA where the spread is now. Lowering the spread tells the savvy bettor that a lot of money is riding on LA and that it is an attractive bet.

Ok so clearly you have no clue.
Here is what you are saying. If money is pouring in on LA as the underdog then Vegas will INCREASE the spread in order to get people to start betting on the patriots because bettors are more likely to want to give more points and tajecthr favorite and less likely to take the underdog if you give them more points.
So with a spread of 4 you would rather wait until it gots down to 3 before betting in the underdog and would wait until you can give 5 Instead of 4 then you will jump in the favorite after getting that one point penalty?
You lose a lot huh?
 
When the spread goes down its time to buy before you get no points.
If you want the underdog you buy before the spread goes down. You don’t wait until it does.
