Replay review needs to be centralized and targeting can then be punished.

That way the same group of refs who are running replay review make the decisions and there can be some consistency on what constitutes "targeting".

Otherwise every crew chief will have his own standard, no matter how the rule is defined.

Suspended players are not paid for the missed game. I don't agree with the idea that stupid suspensions, with accompanying salary losses, are better than stupid fines, especially when they're being applied because of enforcement of a stupid rule.

Eh...if they implement this right I can't see how this is bad thing, look at the very first game of last season, Panthers @ Broncos, that was a **** show of headshots against Newton.

I would think if the intention is to make the game safer and prevent these types of issues, they need to have a long-term progressive plan. Just coming out with this doesn't let players/coaches adjust to the situation effectively and makes the league seem reactive.

They need to have the appearance of being in control with a planned migration to alter player tendencies/style.

I feel like this is a pretty inevitable extension of the concussion protocol. If offensive player A is taken out of the game for a concussion assessment due to an illegal hit by defensive player B, then B ought to face some big disincentives for the illegal hit, including being removed from the game.

Head-hunting isn't the issue - start doing something about the knee-hunters. And stop coming down on players who call them out on it (re: Gronk v Bengals).

Most of these hits, to me, look like the defender is going down to shoulder/mid-torso level, and the offensive player starts ducking to take the hit. Whgo is at fault if this results on helmet to helmet contact? Or shoulder to helmet? 50-50 split. No penalty - injury or not.

I agree with that premise, but I have zero faith that this would be implemented right.

The NFL gets a lot of negative publicity regarding the long term health effects of the game. It is important to them that people *perceive* that they are trying to address the issue. Hence the lip service.

I'm all for player safety, but an automatic ejection for an inconsistent penalty is too much. Each ref seems to enforce the rule differently.

Exactly.
I'd be for this the year after they are consistent in refereeing.

If they are serious about limiting head injuries, they probably should do something more than 15 yard penalty. But what more can they do besides eject players?

25 yard penalties? Points given? Automatic turnover? We don't have to limit ourselves to the usual penalties...Get creative: firstborn son, break a mom's finger, waterboarding?

What they can do would be to issue a suspension for the next game if the hit was truly worthy of a suspension after there was ample time to review the hit.
