The best fans in the National Football League braved harsh weather along the shores of Lake Erie to root for a losing team last year.

The Cleveland Browns, not the Buffalo Bills, are No. 1 in the annual rankings of fan loyalty ....

The Browns stumbled to a 6-10 record last year, their third straight losing season. Yet Browns Stadium was sold out for every game, helping to push Cleveland to the top of the fan-loyalty list.
Buffalo is No. 6 among the league's 32 teams, drawing credit for strong attendance at Ralph Wilson Stadium despite a small market, chilly late-season games and a team that has lost a few more games than it won during the past decade.
The study set out to identify the NFL's best fans. Not the ones who turn out in strong numbers for a winning team, but the ones who stay loyal even if their team is losing, the weather is frightful or their local market is small.
