Rather whiff on a mid-second round pick than a mid-first round. Especially when the guy they drafted didn't fit a need (he is not an outside rusher) and the division competitor you are trying to chase got two players that fit your needs only several picks later.
But the draft is not an exact science at all. Otherwise, Brady wouldn't have fallen to 199.
