So the example that was given can actually take place? if a team is under 20m for 3 years straight, they can bring 60m plus whatever the standard cap for that year is into year 4?

Yes,they can but it is doubtful that any team would do that as they do need to re-sign their own drafted players.

Under the current CBA, teams have two four-year periods of time in which they have a minimum, or floor as opposed to ceiling. The final eight years of the CBA are broken into four-year periods (2013 to 2016, and 2017 to 2020) during which all teams are required to spend at least 89% of their cap. There is also a guaranteed league-wide spending amount of 95% of the cumulative cap.

If the individual teams fail to hit those thresholds, then those clubs must pay the difference to their players. In addition, if the league as a whole fail to hit their threshold, then they must pay the difference to all the NFL players.

What I dont understand is why the official cap space number is off at all? Why can't the guys at the NFL get it right?
