So I take what King wrote to mean that the balls in play at the final gun were tested and were all up to spec. In other words:

Also, people need to stop mocking the story/investigation saying it's about "deflated football." It's not. It's about a pattern of behavior.
In none of that does he mention another set of 12 Patriot footballs (their backups) being introduced into the mix.
And nowhere does he even hint that that the primary set of 12 Patriot footballs were removed from play (and never used after that).
He uses the exact same phrase for the collection of footballs at half-time as he does for the end of the game: "All 24 footballs"
If 12 had been removed and a new 12 introduced, he be talking about the new set differently. There would be 36 footballs, not 24.
I dont know. I hope he is right but hard to go by some vegas shark guy right now.
