Except it doesn't make any sense to rescind something you handed out in the first place. Next time do a more thorough initial review and make your decision the right one the 1st time. It doesn't make any sense to me that they would say Moss' comments are worthy of a fine but than when he appeals they say it is not. Am I missing something, does his appeal mean that he wasn't critical of the officials, no but the comments probably were not worthy of a fine in the first place so they should have concluded that in the first place.
