I think this is a very tough issue because of the inadvertent bias introduced into studies like these. People are becoming more and more aware of the concussion issue. A hard hit that 10 years ago was "rub a little dirt in it and get back out there, Billy" is now more likely to be properly identified and treated as a concussion. However, that gives the illusion that concussions are more frequent today than 10 years ago.Looking at the paper, it did result in a statistically significant lower rate in concussions suffered in games among 11-15 year olds. This methodology is fine, though I suspect there's some bias in concussion diagnosis or reporting since these numbers are awfully low for a sample of over 2,000 players. Either way there's not much in terms of good news here for the NFL, since it seems the only way to avoid concussions is simply by not playing the game.
Instead it found that the actual safety gains were made by Pop Warner Football, which has banned certain blocking and tackling drills and has reduced full-contact practice time, changes not endorsed or enacted by USA Football.
The frustrating thing here is that we’re all on the same side. All of us—NFL executives, youth football administrators, players, parents, fans—want football to be safer.
