Because the NFL likes to stage events all week long near the stadium, and fans like to stay in hotels that are a very short distance from the stadium.

That's exactly why the game is always played at a neutral site - there's so much preparation involved that it couldn't possibly be set up in two weeks. People argue, "The Ice Bowl wouldn't have been the Ice Bowl if it had been played in Miami" but the Super Bowl has grown into such a huge event that the festivities literally take years to coordinate. It could never be held in places like Foxboro or Green Bay.

Sure it could. The league just doesn't want it in places like that because the Super Bowl isn't about the game: it's about a week long marketing opportunity and party bonanza. Those things just work out better in good weather, so the league doesn't care that it's giving fair weather teams the constant advantage over teams built to play in the northern December weather.
