Beyond the NYJ and BUF being the obvious teams, if DR is looking at teams with a ton of cap space and good QBs, Indy and ATL seem like a good destinations.
No but he certainly knows that he can get paid as the #1 CB in the league. Before that we might have been ok to just get paid in the same ballpark of the top 3 CBs, not necessarily being the #1, like it was reported a few months ago.
Now he can just decide to get paid as the #1 no matter what, not only because of that after all a championship counts, but I think that might be a factor why not, they are football players, ego is part of their reality.

The problem, I believe is that the Pats are likely looking at him in the $7-8MM range, while DMac and his agerts are thinking in the $9-20MM/yr. range. I don't think its an insurmountable gap. Maybe they are willing to let him see what's out there, and hope that someone doesn't overpay to the extent that he can't afford to refuse. Sometimes that strategy works, like with Edelman. Sometimes it doesn't.
The fact that DMac likes it here, and is smart enough to look at the long term benefits of playing the great bulk of his career with the Pats, we can still get this done. My guess if he ends up going elsewhere it will be for a huge deal.

I can't see Indy happening. They're being rumored for every big FA, but the fact is they already have a top-heavy roster and are soon going to need to re-sign Luck, Castonzo and Hilton. I don't think Revis is a good fit for them for the same reason that McCourty isn't: after they extend those guys, their limited cap space needs to be spent addressing the lack of depth on OL, the nonexistent run D, and the awful pass rush. Their secondary is probably the only unit on defense that isn't a huge liability right now.
Atlanta could be an interesting one, though. They already have one great corner who still has some time left on his rookie contract, and could afford to pay Revis a lot for a couple years, leaving the contract with an out where they could cut him right around when Trufant is scheduled to become a FA. The decision of which to keep could then wait until they've seen more of both of them.
Having said all of that, Atlanta's another team that desperately needs to sign pass rushers. The cupboard is bare there. They play in the worst division in football and still couldn't win it, so if Revis is looking to sign with a bona fide contender they're probably out.
