Like other totally unregulated supplements you can buy, it can be sold at places like GNC without any testing whatsoever, as a natural remedy.
If you want to grind up your toenails, bottle them, have some crackpot claim that your toenail powder cures everything under the sun, sell them for an enormous amount, and make money off it, you can do that. You just need to find enough suckers!
