Given that scenario, wouldn't the doctor who knowingly falsified the physical report leave himself open to possibly facing sanctions from the state's medical licensing board and jeopardize his own future to save face for the organization?

Actually, running a criminal enterprise that not only created, tortured, and killed dogs, but also supported the illicit drug trade, gambling, and prostitution is what will get you the two years.
