In the end, this committee gave no public endorsement to any of the five finalists: Goodell, Levy and three outsiders: Frederick Nance, a Cleveland lawyer; Robert L. Reynolds, chief operating officer of Fidelity Investments; and Mayo A. Shattuck III, chairman and chief executive of Constellation Energy. But an explicit endorsement was not necessary.

Some owners are expected to support the outsiders. Reynolds, for instance, was proposed by the New England Patriots’ owner, Robert K. Kraft; he will presumably support him, at least in the early voting. But the process favors familiarity.
