The NFL's memo came out in September of 2006, not 2007. The league had not enforced that rule for an ENTIRE FULL SEASON. IMO, BB had no reason to think it would be enforced in 2007 either.
I don't believe the Refs have any hidden agenda.
It is simply up to the Pats to win by a big enough margin that no one or two calls can change the outcome.
