Ott, eh? Do they think they can get Cardona out of his 24 months of service?
Patriots have to show every posible way that want him, if they should have any chance to get a go from Navy. And its 5 years not 2 :D Some ppl complained they used a 5th on him, but if they signed him in FA Navy wouldnt consider it I think, by doing this, Patriots did use a significant chip to show they mean it.

That was under the old case-by-case system. The military academies now have a uniform policy that makes the commitment shorter, but harder to get out of:

A Department of Defense directive that took effect in 2008 says graduates can apply for early release after two years of active duty to participate in pro sports. If it is granted, they serve in the military reserves and pay back part of their education costs.

IMO Cardona would be worth the 5th if he were immediately available (I value long snappers more than most!) But assuming they have to find another LS in the meantime, it's a tough sell.

I don't understand this aspect. Is a sixth of one second over forty yards a meaningful difference, given how many different things a LB has to do and know? Plus, if everybody re-ran it a dozen times, wouldn't their be variances of at least a sixth of a second?

Or is the point to show that they are essentially they same?

Every linebacker from the 2007 squad probably couldn't run a 40 in under 10 seconds at best ;)
