Start at the retail point with the street level peddler and pound on him until he flips or slips and gives up the next link in the chain. Continue working the chain until you string together an organization and a big enough fish to make it worth while.
It's kind of like The Wire. The League* is a corrupt, racketeering organization that deserves to be burned to the ground (figuratively speaking).
