Apparently, there are some "holes" that are open to interpretation. As an example, there was a "ruling" that the rule about being franchised three times is not on a per-team basis, but on a per-player basis (e.g., if the Pats franchised Welker again in 2013, any team that franchised him a third time would have to pay him top-5 QB money).
