Does a QB count as a runner while scrambling? They credited Carter with a tackle for -6 yards on Palko instead of a sack. Does he not count as the quarterback anymore after he starts moving forward, even though he was brought down 6 yards behind the LOS?

Looked like a sack to me.

Looked like a sack to me.
Its a judgement call. If they believe the QB was getting ready to run or it was a designed run then no it doesnt count as sack.

He even said sometime this week that he's not a passing-down player. His only role is against the run, and they weren't defending the run a whole lot.
