If the cap era ends, then "small market teams" like the Bills, Cardinals, Browns and Bengals will probably disappear. Not right at once, but within a few years because they won't be able to keep up with the teams like the Patriots, Cowboys, and Redskins who have maximized their earning potentials.
These teams would be able to outspend the "small market teams," and would be able to pay for all the big stars. Basically, we'd see the NFL become like major league baseball, where teams like the Royals are glorified AAA teams in terms of talent.
I haven't read the new CBA to see how it would affect sal-cap amortizations, but I know that in the previous CBA, the length of amortization was severely limited.
