A preseason game is pretty close to a regular season game in terms of playing in one. You need to run routes, take hits, etc. It not regular season but it's way closer to regular season than, say, non contract training camp drills.
I think Welker will play Week 1. But even if he sits out a week or two or even four until the bye and returns Week 6, I consider that to be very conservative but it still gets him back playing earlier than if he were PUPed and he can practice the whole time too.
Regardless, I still say that Edwards shows the timetable is there for a Week 1 return - as long as there's absolutely no set backs.
