I went in 2000, when both the Pats and Bears were among the least successful teams in the league. Nonetheless, when I tried to buy tickets through the Bears' website, there were no single game tickets available. I'm guessing they were bought up by ticket brokers, because as the season went on, my friend got us four tickets for $100 total (i.e. $25 each) from an Internet broker.
Can't really help you on where to stay, as we stayed at the house of another friend who lived out in the 'burbs. He and his wife have since moved to Norway.
And yes I've been to Soldier Field, but it's been completely redone since then, so I guess I can't help you there either.

As I understand it, it's basically entirely new except for the location.
There are, however, two things I can tell you. Since the game will be in December, bundle up! The lake effect windchill is terrible. It was even worse than in Green Bay, where I had been to a Packer game just a week or two before. The other thing is that Bears fans are (like I said before) ugly,
ugly people. Even though it's the third-largest city in the country, they make the people in Green Bay look downright sophisticated.
I also went to the Pats-Bears game in 2002, but that one was played at the University of Illinois in Champaign because Soldier was being renovated. We stayed at a motel that was clean but I'm pretty sure there were drug deals being made a few doors down.
