Parcells is a good coach. But it's much harder to build a dynasty than a one-year wonder, especially in the free agent era.
Free agency allows teams, even horrible 1-15 teams, to fill in the holes on their roster. A good football man, which Parcells certainly is, will have little problem with identifying his teams's weaknesses and the appropriate free agent aquisitions. Most horrible teams, and especially the one's Parcells has taken over, have favorable salary cap situations which makes the turnarounds that much more likely.
There is a flip side to Parcells turning around so many teams. He is a mercenary. He either wears out his welcome or quits before finishing the job. The goal is to win Super Bowls and Parcells has only done that for one of the five franchises he has led.
Whereas, Belichick is more in the mold of a Shula or Noll. Coaches intent on building organizations that could be successful year in and year out. That's what coaching is all about. That's the type of coach that should be honored.
