Per a 2012 article by NFL reporter Jeff Darlington, Beginning in 2007 the captains program was implemented by the NFL Player Advisory Council and established by commissioner Roger Goodell in conjunction with the NFL Players Association. That season each team began permitting teams to name up to six players as captains and has expanded since that time.
Teams are given the opportunity for their captains to where distinguished “C” patches on their jerseys, the Patriots and Steelers however chose not to include them on their jerseys but still designate team captains before each season.
