Only because Baker Mayfield went to the Browns. If he went to somebody who was garden-variety incompetent, like a team owned and run by Snidely Whiplash, then Mayfield would win the comparison easily.
The Patriots QB need is "young guy who can potentially take over from Brady once he retires," not "functional backup QB." Hoyer, with a decent team around him, already covers the latter.

It's well past two by now, but that's where my vote went as well. Harrison is old, but he's barely seen the field this year, so he's far from broken down. Wily old veteran on a well coached team, brought in to help with filling two specific roles (defend against the run and rush the passer)...
He always struck me as getting by more on knowledge and skill more than raw athletic ability, so maybe that'd make him a decent coach? If he's a Good Guy then Bill might be willing to give him a chance, and it wouldn't require the Bills to release his rights.
The Chargers are similar to the Saints: good QB, good offensive skill positions, really bad defense, and team is overall mediocre. The Saints have a HoF QB, though, and so there's always hope; the Chargers have a guy who was near-elite in his youth, but is showing his age.

Kaep was told that he could opt out, or he could be released; he was never seeing that money. Had he not agreed to renegotiate the contract and trade injury guarantees for the opt-out, he'd have never seen the field and then been released anyway, without playing at all during the season.
Moore is a perfectly competent backup QB who won't overly derail a team, especially when he's backing up a guy who isn't much (if any) better. The Dolphins would still be a wild card contender with Matt Moore.

Sure, of course New England is the favorite - but if Brady goes down with a season-ending injury, that's a lucky break for the rest of the conference. Who's able to step up and take advantage?
It's the first day of camp, and Tomlin is a pretty easy going coach. If this were the Patriots it'd be out of line, but most coaches aren't hardass do-your-job types, and if the coach doesn't mind it's not really fair to fault the players for minor antics.
