What about something along the lines of face mask penalties? Make it 15 yards for a PI... and for a flagrant PI, add another 15. 30 yards should be enough to discourage a tackle in the secondary, unless someone is obviously beaten for a TD- and at that point a DB generally wouldn't be able to...

Its not that farfetched. With all those teams needing receivers, that'd be a half step down, gaining likely a 2nd round pick for next year- and at that point, its only another half step to be out of the round completely. If BB could net a couple 2010 picks for minimal steps down, he'd do it...
