This issue is that each team is given a rookie “salary cap” based on the players they draft. That value doesn’t change if they trade unsigned draft picks, and there’s basically no way for the money to be even on both sides of a trade. One team would be left with too many drafted players to sign...
My favorite example is Todd Gurley, who signed an extension after three seasons but was released two years later, when his rookie contract would have expired anyway. The end result is that it was effectively a $22.5M, 0 year extension.
