However, Mallett has had the opportunity to show he's the clear #2 and has not done so in camp nor in games 1-3. There is no tough decision to make. Hoyer = #2. Don't know enough about what happens in regular season reps to know if this is subject to future late season change.

Just to clarify my position:
I think Mallett's improved since last year. I just think he's still a chucklehead (3 sideline passes that should have been picks while playing just parts of 4 exhibition games) and still isn't accurate enough for a Patriots-style offense in the NFL. His weaknesses are things that can get better over time, but often never really go away. BB may well see things differently. It certainly wouldn't be the first time.
