Was he warned this could happen? Was he aware that this was forbidden? If he knew of the consequences and still wore the hat, he must have $$ coming out of his wazoo...

...thus bringing more than $10K of publicity to his previously zero-awareness business venture, I'll wager.
If I were an NFL player with a side business, I'd start wearing promotional gear pronto in hopes that the league comes down hard on me, spurring the media to write articles about my censored business, complete with photos and web links.

He said in a tweet: "“Thanks for warning me the other 16 weeks I wore the hat.” WW might as well write another check for $10k more while he's at it.

Cost vs reward. I would say Wes made a great deal with his 10K fine.

The fine is actually a charitable deduction, so, no.
That said, a sponsor can reimburse the fine, as a hockey team is doing for GRONK.
