In spite of appearances, "inactive" doesn't mean "hurt." It just means he's not dressing up for the game. (Is he still the emergency QB, though?)

I think they are just playing it safe with Chung they know the colts can't pass down field well and there is no need for chung to risk getting worse.
and there is no longer and "emergancy" Quarter back any more which is why the acitve roster is now 46 instead of 45
