i have been waiting for Goodell to tell everybody that spygate is OVER and it's time to move on but i haven't heard him say it.

Because he is not going to just say it like that. He's basically said they've done all the investigating they could, but if something new comes of course they'll investigate.

If they found nothing after all these months, should the case be closed.?

what Goofdell is basically doing right now is to give Specter another reason to screw thing up as long as Specter sees the case is still 'open'.
