It's a non-issue. The 4 WR's that are likely to go to the Pro Bowl for the AFC are Randy Moss, Braylon Edwards, Reggie Wayne, and T.J. Houshmandzadeh.

It's a new rule this year, players suspended for performance enhancing drug use are barred from the Pro Bowl and from season awards (MVP, rookie of the year, etc). It's called the Merriman rule.
