SHort term: Cut a couple guys who embarrass them. So far they condone behavior because the only guy they punished was a JAG who they wouldn't miss anyway. Cut two or three of the offenders, the ones who are most disruptive in the locker room and are leders of the bad boy clique.. That way you improve the locker room atmosphere and show you are serious that you will not tolerate this behavior.

Long term: Stop drafting guys with character issues until the locker room only has one or two of these guys. Most teams can absorb a miscreant or two because the tone of the locker room keeps them down a little bit. When you have several, they form their own clique and are oblivious to vet influence. When you have too many, as the Bengals do, you reach critical mass and the locker room influence tips. The wrong guys are setting the tone, and things get out of control quickly.

They won't do it because they think they need these guys to win. Eventually it will get so bad they will have to cut their losses.
