This question has been going on all year. Have we spent to the limit of the cap this year or not? Is there any hard evidence out there either way? I've heard on EEI that they have re-worked some contracts-they specifically mentioned Bruschi. We know about Koppen. I'm sure there are others. I have to believe that they have spent to the cap. What would be the point of not doing it? I'm sure that paying off bonus money this year would help with next year's cap.
