How many of those previous drafts you reference had a rookie salary cap?
If my memory of the timing of CBA implementation is correct, every Patriots draft under Belchick has had a rookie salary cap. It's simply called something else and is a group cap rather than an individual one.

2011 is shaping up to be an excellent draft. Some prospects include (juniors with an *):
QB Jake Locker, Washington
QB Ryan Mallet, Arkansas
RB Ingram*, Alabama
WR Julio Jones*, Alabama
WR AJ Green*, Georgia
WR Michael Floyd*, Notre Dame
WR Jonathan Baldwin*, Pittsburgh
WR DeAndre Brown*, Southern Mississippi
TE Kyle Rudolph, Notre Dame
OT Matt Reynolds, BYU
OT Clint Boling, Georgia
DE/DT Cameron Heyward, Ohio St.
DE/DT Allen Bailey, Miami
DT Marvin Austin, North Carolina
DE (?OLB) Richard Quinn*, North Carolina
DE Da'Quan Bowers*, Clemson
DE Adrian Clayborn, Iowa
LB Bruce Carter, North Carolina
LB Travis Lewis, Oklahaoma
CB Patrick Peterson*, LSU
CB Janoris Jenkins*, Florida
And that's not including some guys who are still undecided about 2010, such as DE's Derrick Morgan, Carlos Dunlap and Greg Romeus and S Earl Thomas.
If he comes out next year. He'll be a red shirt sophomore in 2011, so he'll be draft eligible, but most often they don't come out (Sam Bradford, Ryan Mallett).
Here's a dream fantasy for you. Get the 1st pick in 2011 from the Raiders. Trade it for a 2011 top 10 pick and a 2012 1st for some team who desperately wants Jake Locker, then grab CB Patrick Peterson. Use the extra 2012 pick to trade up for Andrew Luck if we're looking for a true successor to TB by then.

Yep. Its essentially a rookie pool which is determined by cap, salaries, etc. Pretty interesting.
.... wow. Russell is historically bad. I still maintain that the Raiders would be a good, perhaps even playoff team if they could simply field a slightly-above-average QB (say, Jeff Garcia). If they're actually going to fire another coach and stick with Russell at QB, then that's so atrocious that I could almost get on board with the Seymour trade just for that. We're going to be picking in the top 5 in 2011 if they stick with Russell.

There is a fifth dimension, beyond that which is known to man. It is a dimension as vast as space and as timeless as infinity. It is the middle ground between light and shadow, between science and superstition, and it lies between the pit of man's fears and the summit of his knowledge. This is the dimension of imagination. It is an area which we call the Twilight Zone.

That's a good prediction. Even journeyman Gradkowski was winning games for them. You think Russell would want to start working on improving himself but instead he's skipped the final meeting to go to Vegas. Next year he'll be my favorite player on the Raiders.

More good news! The Raiders 2010 list of opponents. It is a hard schedule as I count at least 10 games were Raiders will be big underdogs. The only games I can see them as favorites are vs. St. Louis, Seattle and maybe KC.
Raiders will face all four teams from the AFC South and NFC West, plus a team from the AFC East and AFC North.
Raiders 2010 Regular Season Opponents
Home / Away
Indianapolis Pittsburgh
Houston Tennessee
Miami Jacksonville
St. Louis Arizona
Seattle San Francisco
Denver Denver
Kansas City Kansas City
San Diego San Diego

It was huge, HUGE, that they finished 3rd. That, alone, got them Miami and Pittsburgh instead of Buffalo and Cleveland who they'd have had if they finished 4th.
