I agree. However, given that Wright's and Ngata's hits were almost identical, it's even more stupid to fine one and not the other. So I interpret the Ngata fine as the NFL decided to fine both blows to the head (even though they were pretty incidental and not intentional).
Not fining Suggs is a direct result of all the whining by the Ravens. It sends a very bad message. The league should have made it clear that any attempt to go after a QBs knees won't be tolerated. Period.
