Shun White is the surprising guy who made it to camp. His fellow Annapolis alumni were put on the Inactive/Military list but he seems to have survived to make it to camp. It's not really surprising for anyone who caught any Navy games this year, the kid can really play and is a Harvin-like RB/WR hybrid.
He's this year's darkhorse that I'm rooting for.

GUYS, i do not even think the conditioning run was done yet. In fact, you have to be active to even run it - so lets not panic yet
The rookies most likely have had their conditioning runs. Veterans haven't reported yet. The first day of training camp is Thursday so that means veterans report on Wednesday. So the veterans on the PUP are on for real reasons.

Injured but not bad enough to put them out of camp entirely? Possible situation where they got hurt working out on their own maybe?

You make it seem like BB used the military list to stash the other 2....It is more likely the other 2 had obligations to the Navy and apparently White does not or his obligations are close enough to Foxboro to keep him in camp.
Think Kyle Eckel the first time we had him. He had obligations to the navy but arranged to carry out his obligations in RI. When we cut him and Miami nabbed him he had to stay in RI to carry out his obligations and Miami put him on the reserve military list.

No, this probably has more to do with the services themselves. While the Army (which has an officer deficiency) made it clear with the Caleb Campbell case that military obligation would be necessary no matter what, the Navy (and Air Force and Marine Corps) is suffering from a glut of officers and have commissioned too many new Ensigns/Lieutenants recently and are likely standing by the old rule where NFL players who made a team out of camp were allowed to defer their entire obligation to reserve and act as recruitment officers for their branch in their team's area.
Eckel was reserve/militaried and therefore had to serve his time. He was discharged early when NFL teams came back knocking (though there were rumblings bad conduct played a role in it as well). If White doesn't make the team out of camp, he will likely have to serve as well. But Belichick clearly thinks he at least has a shot at making the 53-man roster which the other two did not. Belichick also has strong ties to the Navy, so it's likely he has some pull in this department.
