Initially the report was that Cassel announced his intention to sign the tender. There was no report to my knowledge that he actually did in fact sign it.
I think Pioli may have been going out of his way to make a point that he no longer has any insider information about the Patriots.

The one-year, $14.6 million contract franchise tender that Patriots QB Matt Cassel recently signed was turned into the NFL today. Now that Cassel has signed, the speculation about whether he will be traded can begin.
The feeling around the combine is that it won’t be easy, but for the right price, New England would be willing to deal.

Yea, for Scott to know that is telling. I mean, either he's talking to Matt or the Patriots are talking to Scott. Tampering is involved in some way, I guess.
Either way, it's odd.
I'm sure that Scott is not doing anything illegal in the eyes of the NFL. It could be as harmless as him asking a question and getting an answer from a Patriot FO person or Bill.

Or maybe the league makes this information available to all 32 teams so that there can be no doubt about a players status at any given time.
