According to that list, half of the playoff teams pick before us:
15 - San Diego
20 - Arizona
22 - Eagles
23 - Minnesota
24 - Atlanta
25 - Miami
The remaining 6 teams after us are of course playoff teams.
EDIT: Besides a poster linking to another draft order, here's yet ANOTHER web site that has it differently: http://news.lalate.com/2008/12/28/2009-nfl-draft-order/ In this one, Miami, Baltimore, and Atlanta pick before the Patriots... Is it that hard for somebody to program a valid order based on NFL rules?

The draft formula is to try to even out the teams which is why for ties the tougher SoS picks later. The playoff formula isn't to try to pick the best teams, it's to reward teams for winning a division.

I can't see anyway Miami picks in front of us. They had the better record

That one is wrong. Non playoff teams pick ahead of playoff teams in their tied group so although our SoS would move us below M, B, A had we made the playoffs, we're ahead of them in the 11-5 group as we didn't make the playoffs. However not making the playoffs does NOT move us into higher picking record groups.
