Every WR or TE will play outside once in awhile. Welker will line up outside, but hes used to work the middle of the field the vast majority of plays. Sure, he'll go deep a few times and what not, but hes not a burner and that isn't what his strengths are. He is a slot receiver, he lacks the top speed, length and height to be an outside receiver.
