I think this is a crappy list. Here are a few thoughts:
Fasano is never going to come here. He is going to look for starter money and a starting job. Why would be be the third TE, possibly fourth if Ballard returns from injury.
Mike Wallace, Danny Amadola, and Dwayne Bowe shouldn't be priorities 1, 2, and 3. Even if the Pats don't resign Welker, WR isn't that big of a priority.
I think Brandon Moore makes sense. At his age, he won't cost that much and he is still pretty productive.
I don't want Ted Ginn. I would rather have Josh Cribbs if you are going for a pure returner. He is far better than Ginn at both kick returns and punt returns.
I like the idea of Levitre, but he might cost too much for the Pats' blood.
I wouldn't touch Stephen Jackson except at the right price. Too much wear on those tires.

I have to disagree that WR isn't a big priority for the Pats. With Branch, Welker and Edelman as UFA, WR is one of the biggest priorities this off-season. Yes, if they re-sign Welker and Edleman it moves down the priority list significantly, but until that happens, it's right there at the top. As it RT.
A rather odd list, in my opinion - though fantasy football fans might agree with the ranking by Hughes.
That is a fantasy football list beyond Levitre and Hartline. The others are going to be too expensive. And with teams like the Bengals having 55 million in cap space to spend, the Mike Wallaces and Danny Amendola's are going to get ridiculous offers.. Much like last year.

I assume you meant this as WR doesn't merit the top 3 spots on the FA "want" list, not that WR isn't a priority generally.
