So, it would be kind of safe to say that Manning pretty much guarantees they'll be a playoff-quality contender then.
Yes, if you want to look at things on a purely superficial level without bringing much to the table in terms examining the rosters on both sides of the ball. If you really want to look at it intelligently, you see that Manning had a lot of talent around him and the only year you can argue Manning did it alone was last year and there were a lot of flukey wins.
Manning has had two potential HOF WRs the last 5-6 years. Other than the last two years, he has always had a top running game with a near HOF quality LT. The o-line has been a rock every year other than last year too. He has also had Freeney, Sanders, and other stars on defense through these years at least for stretches.
