For what it is worth, when Rex Ryan was the DC for the Ravens he said in an interview that Moss and Johnson were the two best deep threats in the league. Placing them on the same roster would be a sight to see.

Sign him one year. Pat's are one of only clubs that could get him to produce like he is capeable of doing. Boy-He would improve overall depth. This would provide much faster results than drafting a rookie. I want a title shot this year.

If you trade for Johnson then you inherit his contract, which calls for $4.5 million in 2009, $5 million in 2010, and $6 million in 2011. There are also workout bonuses of $250k in each of those years.
There is no incentive for Johnson to agree to restructure that contract to something that would pay him less money. His best options would be to either continue to get paid under the terms of that contract (whether it be with the Bengals or with another team), or become a free agent where he can sell his services to the highest bidder. It doesn't make a lot of sense to agree to take a pay cut unless he also becomes a free agent.
There are a couple of things to consider from the Pats perspective. First is fitting him under the cap, and how that would affect ant other potential roster signings. Though the Pats could make the room it would severely limit them for any other moves they may want or need to make in case of injury.
Second, with limited cap space remaining, where does the team get the most bang for the buck? In other words, how much does adding Johnson really improve the team? In my opinion the incremental improvement of Johnson is minimal, and the team could have more improvement by spending that same money on other areas.

If you can get Chad johnson for a 2nd, and he fits in the cap, you do it without even thinking twice.
Very clever but we don't need Chad Johnson. We're already spending 9M per for Moss.

First, It's an insult to Chad Johnson that you suggest he would have to compete with Greg Lewis. If the Pats traded for Johnson, he would automatically be the starting outside WR with Moss along with Welker starting in the slot. Greg Lewis will be lucky to make the team. With that said, I'd rather have the Pats trade for Peppers.

Lewis would make the team as a special teamer, replacing Washington in that role.

Chad Johnson won't fit under the Pats cap space unless they make some serious cuts. Considering the team's needs, allocating resources to defensive players makes more sense. It's pretty simple.

Or He's Moss'd to a one year "showcase" deal.
He's only due $3M in salary this year, so thats all he'd hit the cap for. The Bonus Money is Cincy's issue.
