this morning, I woke up to a notification from eversource that we have a power outage.....I go to turn on my light, nothing.......I notice that the wifi is still working .... I go to the bathroom, no lights, but the bidet is powered up......I go to the another bedroom and power is on.....no hallway light....go down to kitchen, fridge works, coffee maker works, but no microwave or range or lights....go to living room, light work, tv works.....I go to breaker panel and no breakers are popped. half the house is on half is off.....then it all turned off and 10 sec late it all turned back on like nothing ever happened.

anyone ever see anything like that?

I saw a scene like that in one of the Twilight Zone shows some years ago.

Seriously unplug your important your important stuff because your voltage in screwed up and there's going to be a surge from it ... sounds like 1/2 your panel is working ... usually it is due to a faulty ground somewhere I had equipment in East Boston screwed up from that.

that wasn't it.......I had stuff not working in random places on both sides......I checked the voltage both no load and close to full load on 1 circuit and there are no drops.....it's a new (1.5 years old) service and breaker panel.....it didn't even go along the new wiring done in the house. It's fine now

everything of value is on surge protection anyway

It sounds like you were briefly missing one leg of power to your breaker box. I've only seen that in industrial situations though.

That’s what I thought since it’s the only real possibility .... it just strange that there was no rhyme or reas for worked or didn’t work....certain outlets worked, certain light worked/didn’t .... not even by type of load.

It would have seemed random but each breaker is connected to one of three bus bars (phases) in the panel. The overall power demand from your house is distributed somewhat evenly across the three phases so the ones that were connected to the missing phase wouldn't have worked while the others would have. FYI: Not sure how that would affect three phase (or single phase 220) appliances but a missing phase on a motor could damage it although newer circuitry will protect motors from running without all three phases.

I did not go to MIT, but breakers go bad.

They can look new and be worthless.

without taking the faceplate out, how is the distribution done in the panel?

another data point is that when it comes to 220, I have the dryer and the HVAC....the dryer was out, but the HVAC was running.

I don't know how to tell which breaker is connected to which phase without taking the faceplate off.

220 VAC can be both single phase and three phase. Your HVAC could be 220 single phase which can be wired with two 110 lines from different phases to mimic 220 single phase which I've seen done with industrial equipment. Your dryer may be three phase 220. You can check your breakers for each appliance. If your HVAC breaker is a two pole breaker and your dryer is a three pole breaker then I'd guess that's what happened.
