Woods is "done" for all intensive purposes but his legacy will be forever linked with the PGA so a "delinking" via LIV would tarnish a legacy that took years to rebuild after whoring around with every hooker, escort, porn star and social climber who dangled their #*%& while wifey and kids were home baking Swedish cookies and listening to ABBA.
You also think Nicklaus took a hard pass on the LIV because of his competitive juices? The guy is the talisman of the PGA and would never circumvent the organization that reveres him so.
Severing themselves from the PGA for easy money was always a non-starter. Both get big money/no effort opportunities daily and they sift thru the silly and choose those that enhance their brands. LIV is a brand killer (for now)

Norman on the other hand has been an opportunist from day 1.
Side note:
When I move to S. Florida years ago Norman was the big fish in the PGA and a huge presence down here. Ocean mansion , "Shark" boat company (tried to compete with Hatteras Yachts), golf course designer, buddied/whored around with Bill Clinton (while still in office) in Jupiter multiple times. Norman was a recent divorcee who hooked up with Chris Evert (used to see the two at my kids school parents nights). And the guy traveled everywhere in his helicopter. I don’t disagree with your first point, but I factor that in with competitiveness as well. He wants his legacy. Believe it or not, Phil had a great legacy too, he could’ve easily chose to keep his. What’s the difference? Also, you can say he’s done, he might be. But you cannot discount his inner drive to keep competing at this point. He’s not doing it for ****s and giggles. He’s still trying to win
