As much as I love Jules, he’s an 11 year vet who relies on quickness coming off an injury filled season (and shoes his worth by playing through completely). While he’s on a cheap contract, that’s the type of guy BB would be interested in trading a year too soon rather than too late (especially if Jules actually is pouting). His cheap contract would help his trade value.
I don’t like it and have no clue who’d be playing receiver for this team that’s any good, but I would understand the thought process behind it.

Can’t blame him....he and Tom played very well together and had amazing chemistry. Problem is Tampa probably not giving up good draft pick for him I wouldn’t imagine ...

Yeah, they're going to get a young, talented rising star receiver for a 35 year-old who has now been badly injured 2 of the last 3 years.

That’s a great point. Maybe the Pats let him be and stew since TB may balk at the price now. Then TB can reassess at the trade deadline and if they’re looking as good as we expect, may be willing to pull the trigger for that price at that point (see Sanu comparison).He's going to be 34, and this is not a trade deadline deal.
