Not sure there's a team out there that wouldn't be competitive if you add a top 5 player to their 3 weakest positions. Especially if you're talking about adding a top 5 QB.
If some teams wouldn't become competitive in that scenario, it's a pretty short list.
I'll expand on something I've said before:
If you don't crack top 10 or 12 in the league, you're considered a bust at QB. A top 25 WR or CB or IOL is a very good player. The 25th QB is trash.

It's no secret Kraft resents Bill, big time. It's not even debatable at this point. Anyone who calls Kraft privately for a BB reference is going to get an earful of bitterness.
